Multi-site electrical infrastructure upgrade for a public sector blue-light estate
Scope of Works
Pro Energise delivered a multi-site electrical infrastructure upgrade across the Leicestershire Police estate, covering operational police stations, custody suites, and administrative buildings. The programme included EICR testing across all sites, prioritised remedial works to address C1 and C2 findings, distribution board replacements, and emergency lighting upgrades.
Works were scheduled around 24/7 operational requirements, with phased shutdowns coordinated through the force estates team. All operatives held current DBS clearance and completed force-specific site inductions. The programme was delivered on time, with digital handover packs issued within 48 hours of each site completion.

Services Delivered
EICR testing across the full Leicestershire Police estate. Results used to prioritise the remedial works programme, with C1 (danger present) findings addressed first, followed by C2 (potentially dangerous) findings.
Distribution board replacements across operational sites. New boards installed to current BS 7671 standards with RCD protection, circuit identification, and full labelling.
Prioritised remedial works addressing EICR findings. C1 and C2 observations remediated to bring the estate into full electrical compliance.
Emergency lighting upgrades across operational buildings. Systems installed to BS 5266-1 for occupied blue-light premises.

This project was delivered under Pro Energise's structured commercial delivery framework, including:
- Pre-start mobilisation across the Leicestershire Police estate, including force-specific site inductions and DBS verification for all operatives
- Phased shutdown programme coordinated with the force estates team around 24/7 operational requirements
- Digital QA evidence capture at each site, uploaded to Contracts OS with photographic records of all remedial works
- EICR findings prioritised by observation code (C1 first, C2 second) with remediation tracked through Contracts OS
- Digital handover packs issued within 48 hours of each site completion, including test certificates, as-built records, and photographic evidence
- Social value metrics tracked at project level: local labour, apprenticeship hours, and SME spend reported through Contracts OS

Environment & Sector Context
The Leicestershire Police estate presents specific delivery challenges. Operational police stations and custody suites operate 24 hours a day, 7 days a week. Electrical works must be planned around front-line policing requirements — shutdowns cannot compromise custody suite operations, control room functionality, or emergency response capability.
All personnel working on police estates require current DBS clearance and must complete force-specific site inductions covering security protocols, restricted areas, and operational sensitivities. The documentation standard expected by a blue-light client is higher than typical commercial environments — every intervention must be recorded, evidenced, and auditable.
